Do you know Jeong-in?
If the police and surroundings gave the
slightest attention to this child, this tragedy would not have occurred. During
four months, the police received multiple reports of suspected child abuse but
closed the investigation for preposterous reasons. The first report about the bruises
found on the baby’s body was considered lightly as the parents claimed that
they were caused by massaging the child too hard. Likewise, the police
disregarded consequent reports from pedestrians and professionals due to a lack
of evidence[2].
This case triggered an outpouring of grief,
along with anger and disappointment over authorities’ failure to act on child
abuse. The police, including the government and related organizations, should have intervened before it got out of hand. This case shone a spotlight on not
only child abuse but also on abuse among minority groups. As abuse cases
increase, individuals urge the need for expertise in child protection and
government intervention.
Why
tackle this issue?
When you hear the word ‘sustainability’, what
first comes into your mind? The majority of individuals would think about
environmental issues rather than crime and abuse incidents. For this reason
being, it is crucial to raise awareness about the 16th SDG: Peace, justice, and
strong institutions. According to statistics, although the global murder rate
has decreased over the past decade, there remain regions in South America and
Asia where the risk of intentional murders has increased. Numbers show that
various forms of child violence, such as physical punishment and sexual
violence persist[3].
The government, which had been indifferent in
responding to child abuse cases, has decided to establish a preemptive and
effective response system in the wake of the recent "Jeongin
incident." This plan focuses on securing the expertise and cooperation of
field workers in the initial response to child abuse cases and expanding
protection infrastructure to implement the segregation system[4].
KOICA also introduced the 'ABC Program' as a countermeasure to SDG16. ABC has
decided to support vulnerable countries in health care, strengthen their
ability to manage infectious diseases, and strengthen solidarity through
cooperative development[5].
The Korean Child Abuse Prevention Association
(KCAPA) proposed the “I’m sorry, Jeong-in” challenge to commemorate the
victims. After the case went viral, there were more than 6,000 posts on major
portal sites, particularly on Instagram. Many celebrities raised funds for
abused children, including one actress who even donated 100 million won to
treat pediatric patients[6].
A final
note
Was there a hashtag that came to your mind
while listening to Jeong-in’s story? The more research I conducted, the MeToo
movement struck my mind. This social movement began to protect and advocate
women's human rights and justice. Countless people participated in this
significant movement and our society's attitude has gradually changed.
Therefore, to promote a peaceful and inclusive society for a sustainable
community, all kinds of abuse - child violence, murder, and sexual violence
threats - should be addressed.
